Regular Meeting of Council

That the following Minutes of the Council of the City of Kenora be adopted as circulated:- - November 25, 2025 - Regular Council

That all items listed under the heading of Public Consent Agenda for the City Council Meeting dated December 16, 2025 be hereby adopted as recommended.

That Council gives three readings to a bylaw for the assumption of lands acquired to widen an existing municipal highway in the City of Kenora, as described in the legal description and registered survey plan (Plan 23R-15255); and further That in accordance with Notice Bylaw 160-2022, public notice is hereby given that Council intends to assume lands acquired to widen existing municipal highway at its December 16 th , 2025, Council meeting; and further That this will enable the City to assume jurisdiction over and maintain the newly widened portion of the municipal highway.

That Council hereby approves the City’s 2026-2028 Solid Waste and Water & Wastewater Utility Operating and Capital Budget as reviewed and amended; and further That in accordance with Notice By-law Number 160-2022, public notice is hereby given that Council intends to formally adopt the 2026 Solid Waste and Water & Wastewater Utility Operating and Capital Budget at its December 16 th , 2025 Council Meeting; and further That Council authorizes City Administration to proceed with the implementation of all budget related decisions in accordance with those reflected within the amended budgets; and further That Council gives three readings to two by-laws to adopt the 2026 Solid Waste and Water & Wastewater Utility Operating and 2026 Capital Budget.

That Council hereby approves the 2026 Municipal Capital Budget, as presented; and further That Council hereby directs staff to actively proceed with the projects included in the 2026 capital budget in accordance with the provisions of the City procurement bylaw; and further That in accordance with Notice Bylaw 160-2022, public notice is hereby given that Council intends to adopt the 2026 Municipal Capital Budget at its December 16 th , 2025, Council meeting; and further That Council hereby gives three readings to a bylaw for this purpose.

That Council hereby approves the City of Kenora’s 2024 audited financial statements as presented by the City’s appointed Auditors, MNP.

That Council hereby approves a Zoning By-law Amendment, File D14-25-08 to amend the lands located at 67 & 69 Amethyst Street to permit a licensed day nursery (Early Learning Centre) as an additional permitted use within the R1 – Residential First Density Zone, and to provide site-specific exceptions for driveway width and off-site parking; and further That Council gives three readings to a by-law for this purpose.

That By-law numbers 167-2025 to 168-2025 and 172-2025 to 178-2025 be now read a First & Second Time and approved in their present form and presented for Third & Final Reading.

That By-law number 169-2025 be now read a First & Second Time and approved in their present form and presented for Third & Final Reading.

That By-law number 170-2025 be now read a First & Second Time and approved in their present form and presented for Third & Final Reading.

That By-law number 171-2025 be now read a First & Second Time and approved in their present form and presented for Third & Final Reading.

That pursuant to Section 239 of the Municipal Act, 2001, as amended, authorization for Council to move into a Closed Session at 6:16 p.m. to discuss items pertaining to the following:- - Educating & Training Members of Council (1 matter-Investment campaign education)

That Council returns from closed session with the following reports: Received investment campaign information That this meeting be hereby adjourned at 7:05 p.m.
